Mr. Charles Sills serves as the President of FED/Contracting LLC, a consultancy that assists Small Businesses in partnering with Prime Contractors. Mr. Sills serves as Senior Vice President of Government Affairs at Trillacorpe/Bk, LLC. Mr. Sills has a wide-ranging background in International Business, Strategic Planning, Advanced Technologies and Industrial Strategies in the Transportation, Energy, Aerospace/Defense and Environmental sectors for 22 years. He has extensive experience as a senior business executive and consultant to U.S. Governmental bodies as well as foreign governments, the World Bank, the United Nations and international NGOs. He has extensive experience in Government Contracting, and an advocate for Small Business access to Federal and Military contracting opportunities, serving as a member of the U.S. Chamber of Commerce's Small Business Council, and an observer to the White House sponsored Inter-Agency Task Force on Veterans Business Development. He has been a Director of Alliance Bioenergy Plus, Inc. since July 16, 2015. He served on the Japan-U.S. Joint Fund for Social & Economic Development in Central/Eastern Europe, the Helsinki Commission focused on the environmental clean-up of the Baltic Sea, the Kaliningrad Defense Conversion Initiative, and the NGO Delegation to NAFTA, where he helped draft the Environmental Supplements. He served as a member of the Danube Basin Industrial Restoration Task Force and the Japan-U.S. Joint Fund for Central/Eastern Europe, and was a special advisor to the Helsinki Commission, the Kaliningrad Defense Conversion Initiative, and the Central Europe Environmental Partnership sponsored by the German Marshall Fund of the U.S. He wrote Martin Marietta Aerospace's first Strategic Business Plan for Southern Europe, the Middle East and North Africa as a member of their International Division. He is a former Naval Intelligence Officer who served in the Pentagon, the Defense Intelligence Agency, the Joint Chiefs of Staff and the National Security Council. He served in the Emirate of Bahrain on the U.S. Middle East Force Command staff, and in the Geopolitical Briefing & Analysis Division, Supreme Allied Commander Atlantic/Commander-in-Chief, U.S. Atlantic Fleet. He holds an M.A. from Fletcher School of Law and Diplomacy (Tufts and Harvard Universities), and an A.B., Princeton University, Woodrow Wilson School of Public and International Affairs
